The District of Uelzen decided to commission a total contractor to construct a new building for the District Hall at the Eschemannstrasse/Albrecht-Thaer-Strasse site. The new District Hall primarily comprises office space and special areas, such as a data centre and a civil defence command centre.
Architecture
The District Hall is planned as a compact, block-shaped building with inner courtyards and underground parking. An additional top floor is planned on a rectangular, three-storey volume on the north-eastern edge of the building. This upper structure is equipped with a striking, external sunshade and continuous glazing. This architectural concept creates a highly visible landmark along the main visual axes of the surrounding streets right into the city centre.
The entrance area and the hall behind it form the focal point of the building for visitors. The openness and transparency of the administration are expressed by the generously dimensioned and invitingly open hall.
The materiality of the façade is adapted to the shape of the building: the three-storey base structure is designed as a clinker brick façade with individual windows in various sizes, in keeping with local building tradition. The names of all the municipalities in the District of Uelzen are listed in white lettering on the movable sun protection slats.
Energy and building concept
The building is planned as a nearly zero-energy building in compliance with the requirements specified in the draft of the German Buildings Energy Act. Three air-to-water heat pumps and a gas-fired condensing boiler provide the heat supply. Parts of the building will be equipped with a supply and exhaust air system with heat recovery. Most of the data centre’s cooling capacity is provided by a hybrid cooling system. A photovoltaic system is planned for parts of the roof.
