The City of Euskirchen decided to have a total contractor design and build the new town hall in the centre of Euskirchen . The town hall will be built just to the south of Euskirchen’s railroad station (“City-Süd” district). The future town hall building will bundle the main municipal administrative functions and provide attractive premises for some 365 employees of the municipality.
Architecture
As laid out in the framework plan, a 4-storey perimeter block development with an inner courtyard was selected for the new town hall.
On the access artery leading from the train station toward City-Süd, the main entrance to the town hall features a two-storey, glass-enclosed, light-flooded hall. The interconnectable meeting rooms, which are planned as a filigree cube on the top floor, make a clearly visible statement.
Citizens’ services and all central facilities are located in the spacious foyer. A prestigious sky-ladder staircase, open galleries, and transparency into the green inner courtyard facilitate orientation.
On all levels, there are visitor areas and meeting rooms on the galleries. The internal office areas can be completely sealed off from the public area.
A light-coloured clinker brick in beige tones was selected for the façades: its materiality evokes the historic clinker brick buildings of the cloth factories and also harmonizes with the historic sandstone buildings. Bronze-coloured window strips and metal night ventilation elements will be combined with the beige of the clinker bricks. The roof surface will be extensively greened.
The greenery in the inner courtyard and a roof terrace, among other things, will help create a comfortable environment for employees.
Energy and building concept
The building will be constructed in accordance with the latest (01/03/2023) German Federal Grant Programme for Efficient Buildings (BEG). The funding programme includes the Quality Seal for Sustainable Buildings (QNG), DGNB certification in GOLD, and energy efficiency level 40.
Heat is supplied without the use of fossil fuels by means of two air-to-water heat pumps. The building has a mechanical supply and exhaust air system with heat recovery. The windows in the offices can also be opened manually. Outside normal operating hours, night ventilation elements in the offices make it possible to use the cool outside air without using energy.
The building will be equipped with concrete core activation for basic heating and cooling as well as individually adjustable radiators. The lighting is provided by modern LED lights.
Large parts of the roof are covered with PV systems with an annual yield of more than 100,000 kWh. The sustainable operation of the technical systems can be tracked via the web-based Depenbrock energy management system.
